MOMBASA, Kenya (Sept. 11, 2025) – Combined Maritime Forces (CMF) Chief Analytical Officer Cmdr. Matt Greenhill, Royal Navy, represented CMF at the inaugural meeting of Working Group 3 (WG3) on Operational Cooperation and Coordination at Sea, in September 2025.

This significant event, hosted under the Djibouti Code of Conduct, brought together international navies and maritime organizations to facilitate open dialogue and information sharing, strengthen operational cooperation and collaboration, and address shared maritime security challenges.

“It was an honor to represent Combined Maritime Forces at the inaugural Djibouti Code of Conduct/Jedda Amendment Meeting for the Establishment of Working Group 3,” said Greenhill. “The Kenyan Navy were magnificent hosts for this event.”

CMF played a key role in the discussions. Greenhill introduced CMF’s Strategy for 2026-2030 and a supported a session on mapping current operational coordination mechanisms, to highlight working with other nations, organization and partners to utilize all available resources is important and can increase effectiveness.

“Working Group 3 of the Djibouti Code of Conduct has great potential for creating, planning and executing maritime operations, and for capacity building initiatives and CMF,” said Greenhill. “The world’s largest maritime coalition is honored to be able to play a supporting role.”

CMF’s participation in WG3 reflects the coalition’s enduring commitment to building partnerships and promoting a unified approach to maritime security. As one of the world’s largest multinational maritime coalitions, CMF continues to play a pivotal role in promoting stability, prosperity and security in the region.

WG3 provides a unique opportunity for nations and organizations to align efforts and resources toward a common goal.
